BOURBONNAIS, IL. — The Village of Bourbonnais is seeking proposals from qualified
consulting firms to help shape the next chapter of downtown Bourbonnais through the
development of a new Downtown Master Plan. The new plan will update the Village’s existing Downtown Plan, last developed in 2010, and establish a long-term vision for redevelopment, mobility, public spaces, economic development and land use within the downtown area.

The future downtown corridor will begin at the corner of South Main Street and University Avenue, directly across from Olivet Nazarene University, and extend north toward the Village’s outdoor entertainment venue, The Grove and south toward West North Street.

“This is an exciting opportunity to take a fresh look at the heart of Bourbonnais and establish a vision for what our downtown can become,” said Village Administrator, Michael VanMill.
“With new development, Olivet Nazarene University and The Grove all playing an important role in this area, we want to create a downtown that feels connected, welcoming and uniquely Bourbonnais.”

The Village is seeking a consultant who can develop strategies that improve walkability and connectivity while linking economic activity throughout the downtown corridor to The Grove. The Master Plan will also explore opportunities to support local commerce and economic development, better integrate the academic and municipal landscapes, incorporate new housing and residential opportunities, and create a distinct sense of place for residents and
students.

The planning effort represents the Village’s next step in creating a downtown that can evolve alongside the community while encouraging new investment and strengthening connections between key destinations.

Qualified firms interested in the project must submit their proposals by Friday, October 16,
2026. Proposals may be submitted electronically through the Village of Bourbonnais website.
