Highlights from the 2026 State of the County
County Board Chairman Alexander “Matt” Hildebrand discussed the economic challenges Kankakee County faced over the past year, including the loss of 650 jobs, and the county’s quick response through job fairs and workforce retraining efforts with local colleges. He highlighted several major development projects, including Gotion’s planned workforce expansion, the Heritage Prairie clean energy project, the David Bradley Center redevelopment, Riverside’s new Behavioral Health Center, and the Mattel investment in Bradley. Hildebrand also noted the county’s focus on fiscal responsibility, reducing annual expenditures by over $1 million while investing in courthouse improvements and expanding public engagement through social media. He emphasized that collaboration across communities is key to the county’s success and encouraged residents to stay engaged and united in building a stronger region.
Angela Morrey, President of the Economic Alliance of Kankakee County, highlighted the region’s strong potential for economic growth, noting that Kankakee is “move-in ready” for industries like data centers and advanced manufacturing. The area has a workforce of about 52,000 trained individuals, though roughly 3,000 remain unemployed, a rate higher than state and national averages. She emphasized that housing development is a major challenge, with fewer than 100 new homes built in the last 15 years and only 76 constructed in 2025. Morrey also pointed to continued investment and support from leaders such as Congresswoman Robin Kelly, State Rep. Jackie Haas, and Senator Patrick Joyce, stressing the importance of sharing Kankakee County’s story and growth opportunities.
Sheriff Mike Downey discussed rising public safety challenges, particularly a sharp increase in auto theft across the region, while noting that a Tri-County Auto Theft Taskforce has helped recover nearly $9 million in stolen vehicles and cargo. He expressed concerns about current policies, including the SAFE-T Act, which he believes limits the ability to detain repeat offenders and creates cycles of arrest and release. Downey also highlighted initiatives within the Sheriff’s Office, including a mental health treatment pilot program, improved traffic safety measures, and expanded use of body-worn and surveillance cameras. He emphasized that public safety requires honest conversations, stronger accountability, and continued community support for law enforcement.
State’s Attorney Jim Rowe shared concerns about legislative trends from Springfield that he believes negatively impact local public safety, while recognizing State Rep. Jackie Haas and Senator Patrick Joyce as champions for the community. He emphasized the need for balanced policies that allow law enforcement to hold repeat offenders accountable and keep communities safe. Rowe also highlighted that justice and safety depend on strong community involvement—from parents and mentors to local leaders. Despite challenges, he praised Kankakee County residents, organizations, and law enforcement for working together to support victims, protect families, and build a stronger community.
